Springport Township Board
Sept. 9th, 2013    

 
     Supervisor Schmidt called the Springport Township Board meeting to order at 7:00 pm on the 9th of Sept. 2013.   All Board members were present.  The Pledge of Allegiance was recited. 
     Jackson Co. Dept. of Transportation’s new Managing Director Jerry Peterson came to our meeting to introduce himself and talk about plans for future road work by the county.  Stark Road in currently under construction and McClellan Road work will begin next week. There was no other public comment.
     Sebastian moved to accept the Aug. 12, 2013 Board minutes, Mitchell supported the motion and it carried.   Motion by Mitchell, supported by Sebastian to approve the special meeting of Aug. 30th, 2013, motion carried.
Motion by Sebastian, supported by Mitchell to approve post audit police bills in the amount of $8,597.29, motion passed.
Sebastian moved to approve post audit COPS bills of $1,374.86, motion supported by Mitchell and it passed.
Mitchell moved to approve General Fund post audit bills of $410.79, supported by Sebastian, motion carried unanimously.
 
Mitchell moved to pay general fund bills of $5,831.22, motion supported by Sebastian, 5 “ayes” no “nays.                                                                                   
Motion by Sebastian, supported by Mitchell to pay police bills in the amount of $7,990.39, all Board members voted to pay police bills.
Mitchell moved to pay COPS bills of $2,300.24 motion supported by Sebastian, motion passed unanimously.
Mitchell moved to pay fire bills of $17,600.00, motion supported by Sebastian and it passed.
Sebastian moved to amend the COPS budget by decreasing fund balance from $6,500 to $3,ooo and increasing transfers in by $3,000.00, motion supported by Mitchell, motion passed.
 Treasurer’s report:
The treasurer’s report was given by Betz.  General fund checking account has $99,245.03, police account $68,846.91, COPS account has $6,244.92  fire operating $49,475.46 and fire equipment has $40,480.91, tax account has $73,166.49 and CD’s $78,567.40.  Sebastian moved to approve the report for audit, Mitchell supported the motion and it carried.
Police Report:
Chief Luce reported that the department has been using “traffic safety “ money and more will be coming in October.  He has contacted Springport Schools regarding school patrol and the school would like us to continue patrolling the grounds as previous years. Addison Awning installed the canopy above the police door, looks good.
Sebastian moved to accept the police report, motion supported by Mitchell, motion passed.
Committee reports;
    Police Administration Board did not meet.
    The Planning Commission will meet in October.  Question to be asked “  zoning ordinance for size of property and amount of animals on site?”
    Fire Board will meet in September,  millage for new truck is on the ballot for November.
Unfinished Business:
    Schmidt and B. Ungar are working on the “condemned house ordinance”.
    Enbridge Grant has been sent in
    Schmidt is still working with BS&A to try and network office computers.
    Kyt Hoover from Wolverine Assessing reported that filing in near completion.
New Business:
   The Board reviewed new price schedule for building, electrical, mechanical and plumbing permits.  Motion by Sebastian to approve the new pricing with the with allowance that the plumbing septic line be reviewed, to see what is inspected under County Dept of Health and what is covered by local inspectors, Betz supported the motion and it passed.
There were no other Board comments.  Meeting was adjourned at 8:00.
