Springport Township Board Minutes
September 11, 2006

The regular meeting of the Springport Township Board was called to order at 7:03 at the
Springport Township Hall by Supervisor Mitchell.
Wilson stated the meeting is being recorded to assist with the minutes. Once approved
the tape will be destroyed.
Members present Mitchell, Rybicki, Betz and Wilson. Travioli will be late. There were 8
visitors.
County Commissioner Cliff Herl spoke on a few issues. There will be a training session
on September 20 and 21 on the Street Naming and Addressing Ordinance. Scott Ames is willing
to help the Townships with this. He also spoke about the JTA Millage.
Cliff introduced Phil Berkemeier who is running for Probate Court Judge. Phil
introduced himself and asked for support at the election.
Chief Speese gave his report. The has only been 1 citation written during the
construction. There have been a few B&E’s within the Township. Again Chief Speese asks that
if you have a complaint please go to him to file it.
Public comment-Bill Russell, Jeff Mitchell.
Motion by Rybicki to approve the August minutes. Supported by Betz. Motion carried
Motion by Rybicki to approve the August 28th special meeting minutes. Supported by
Wilson. Motion carried.
Motion to accept and file the Treasures report by Rybicki of $73,307.02 in the Savings
and $1,397.58. Supported by Wilson. Motion carried.
Motion by Rybicki to pay the Township bills in the amount of $5,429.01. Supported by
Wilson. Motion carried.
Motion by Rybicki to pay the Fire bill in the amount of $20,775.00. Supported by
Travioli. Motion carried.
Motion by Rybicki to pay the Police bills in the amount of $8,494.96. Supported by
Travioli. Motion carried.
Travioli arrived at 7:15 pm.
There was no Planning Commission Meeting.
There was no FireBoard Meeting.
Jason Berstien reported on the Ordinance Enforcement. There are 7 cases open and 5
closed. They have requested new letters with the 14 day notice.
Rybicki stated he is being asked about putting information in the paper regarding the
proposal for the election. Wilson stated she had typed up some information to put in the paper.
Rybicki would like input for information to keep the citizens informed.
Betz reported the Village would give us a variance on the property where the recycling
center is. The Village would like some kind of fence around the center. Moved by Betz to
complete the purchase of Boomers lot. Supported by Wilson. Motion carried. Motion by
Wilson to assign Betz to sign the necessary papers for the purchase. Supported by Rybicki.
Motion carried.
Wilson presented the Board with a Credit Card Policy. This was recommended by the
Auditors. There was discussion.
Resolution 14-06 Credit Card Use Policy offered by Board member Wilson and
supported by Board member Rybicki. Roll call: Betz-aye, Travioli-aye, Mitchell-aye, Rybicki-
aye, Wilson-aye. Nay-none. The Supervisor declared the resolution adopted.
Wilson presented the Board resolution 9-06 to be amended. This was recommended by
the Auditors as well.
Resolution 9-06(amended) was offered by Board member Wilson and Supported by
Rybicki. Roll call: Travioli-aye, Mitchell-aye, Rybicki-aye, Wilson-aye, Betz-aye. Nay-none.
The Supervisor declared the resolution adopted.
Resolution 16-06 Investment and Depository Designation offered by Board member
Wilson and supported by Board member Rybicki. Roll call: Mitchell-aye, Rybicki-aye, Wilson-
aye, Betz-aye, Travioli-aye. Nay-none. The Supervisor declared the resolution adopted.
Mitchell spoke in regards to the Street Naming and Addressing Ordinance. Every Board
member got a copy of the Ordinance. The Township will have to do the addressing. Mitchell
said he would look into the classes. Rybicki questioned how Mitchell would be able to do the
addressing. There is an application process. Rybicki questioned if this would need to be started
with Rod. Mitchell stated it would have to. Discussion followed. Rybicki stated he would call
Rod. Wilson will get a copy of the Ordinance to Rod. Tabled to next meeting.
James Y. asked if there was anything for fixed income in regards to addressing. He also
asked about the Junk Car Ordinance. He fixes cars for a living. Wants the Board to cut him
some slack on his cars.
Wilson stated that if we do it for one we would have to do it for all. Discussion
followed. Rybicki suggested a privacy fence.
Bill Russell stated that the Farmfest is coming up. There are 4 places near Grass Lake
this year participating.
Jeff Mitchell suggested the Fire Department for house number signs. The Fire
Department will also put the signs up. SAGA is going to restore the Train Depot.
Betz stated that taxes are in.
Rybicki stated there is a new letter for violation of ordinances. It is legal to charge back
the cleaning up for the junk cars. This would be put on the taxes. Rybicki said he would get
papers to everyone in regards to this.
Wilson stated she drove the dirt roads and did inventory with houses. Discussion
followed. Mitchell stated he tried to get a hold of Carl Schmidt. Mitchell said he did not get
back with him. Rybicki suggested talking to people to see if they wanted their road paved.
Betz stated that taxes are not increased by paving roads. Betz stated that the residents of a road
could petition the Board and if everyone on the road was willing to pay for the road to be paved
the Township could do a Special Assessment.
Motion to adjourn the meeting by Wilson. Supported by Rybicki. Motion carried.
