Springport Township Board Meeting
November 8, 2010

     The Springport Township Board meeting was called to order by Supervisor Gaylord Lincoln at 7:01 in the Springport Township hall. T. Betz,  J. Mitchell, G. Lincoln, D. Keeler and J. Sebastian were present, we had 2 guest.  The Pledge of Allegiance was recited.
     County Commissioner Cliff Herl reported that the County received more money than they expected from the State Revenue Sharing, amounting to $1,600,000.00.With the money received they have decided to do more road patrol, tear down the old Sheraton Hotel, replace roof on building at the fair- grounds, put $100,000.00 into the Cascades Park and bring improvement to other parks, and use $100,000.00 on health care for county retirees’.  Karen Coffman has refinanced some County bonds at an interest rate of 2.5% saving the County $600,000.00 on interest.  The upper Grand River Water shed had some E coli forum in it; this will be taken care of.  The Jackson Co. Airport will begin demo of houses on Maynard Street for airport extensions.  The Dept of Aging has a new director, Marcie Wendell and the County Commission meetings are going live, more information can be found on their
 website.
      Mitchell moved to accept the minutes of October 11, 2010 supported by Sebastian, motion carried.
      Betz gave the treasurer’s report; we have $81,824.33 in the General Fund account, $14,553.90 in the police account and $196,455.23 in certificates of deposit for the GF.  Fire operating and equipment has
$64,531.78, COPS grant has $5,346.95 and the tax account is at $ 7,181.71.  Sebastian moved to accept the Treasurer’s report for audit, supported by Mitchell, motion carried.
Sebastian moved to approve post audit general fund bills for $531.77, supported by Mitchell, motion passed.
Motion by Betz to approve the police post audit bills of $3,636.113, supported by Mitchell, motion carried.
Sebastian moved, supported by Mitchell to approve the post audit bills for the COPS Fund in the amount of $1,655.21, motion passed.
      Sebastian moved to make budget amendments from fund balance of $1500.00 to Dept 215, Clerk, with $1,200.00 to deputy clerk, $100.00 for postage and $300.00 in education and training, Mitchell supported the motion, motion carried.  Betz moved to make a budget amendment in police account of $3000.00 from legal fees and $1,400 from rent to cover workman’s comp cost and to move $250.00 from Education and training to cover vehicle repair and miscellaneous expenditure, Sebastian supported, there was no discussion, motion passed.
Mitchell moved to pay General Fund bills for $5,229.76, supported by Sebastian, motion carried.
Betz moved to pay police bills in the amount of $13, 8112.70, supported by Mitchell, motion carried.
Motion by Sebastian to pay COPS bills for $2,319.88, supported by Mitchell, motion passed.  
     Lincoln read the Police report.  Lincoln responded to the question of having by law to assist as back-up in another township is required, the answer is yes if we are on duty, since we are deputized in Jackson County.
     There was no Police Administration board meeting this month.
     Planning commission did not meet.
     Fire Board will meet later this month.
     There was no unfinished business.
New Business:
     Sebastian asked how we could notify the public to the fact that they may be billed if they have a fire call do to burning without a permit.  This will be put on the next few months’ agenda to come up will a workable solution.
      Sebastian moved to adjourn at 8:00. Meeting adjourned.
