?SPRINGPORT TOWNSHIP MINUTES
The regular meeting of the Springport Township Board was called to order at 7:04 pm by Supervisor Lance Mitchell at the Springport Township Hall. Members present were Betz, Travioli, Rybicki, Mitchell and Wilson. There were 7 visitors present also.
Wilson stated the meeting is being taped to assist with the process of the minutes. It will be disposed of after minutes are approved.
Cliff Herl introduced Bob Elliott one of the County Administrators. Bob stated that him and Cliff have worked together they are trying to reduce costs at the County. They are also working on an Addressing Ordinance. This would be done by the Township. Cliff stated that Senior Day at the Fair would start at 11:00 instead of 1:00. He is also running again for office this fall.
Guest introduced themselves. Bill Russell-Ordinances, Jeff Mitchell-Police Building, Jeff Bell-Homestead Bank. Bill Thompson-Dust Control. He is also concerned with the traffic on North Gibbs and the speed. Travioli stated he should talk to Chief Speese.
Motion by Rybicki to approve the regular minutes on April 10th. Supported by Travioli. Motion carried.
Motion by Betz to approve the special minutes on April 10th. Supported by Rybicki. Motion carried.
Motion by Wilson to approve the special minutes on April 17th. Supported by Betz. Motion carried. Travioli stated he was not contacted in regards to this meeting. As a member of the Police Board he feels he should have been contacted.
Motion by Rybicki to approve the special minutes on May 1st. Supported by Wilson.Motion carried. Travioli stated he was not contacted in regards to this meeting. As a member of the Police Board he feels he should have been contacted.
Motion to approve the Treasurers report subject to audit by Rybicki with $49, 923.75 in the Savings and $1056.54 in the Checking. Supported by Travioli. Motion carried.
Motion by Rybicki to pay the Township bills in the amount of $5,910.67. Supported by Betz. Motion carried.
Motion by Betz to pay the Police bills in the amount of $16,213.47. Supported by Rybicki. Motion carried.
Rybicki gave the Police report in the absence of the Chief. Liquor Inspections were completed. 5 Junk Vehicle Ordinance Citations were written. Also 4 Junk Ordinance Violations were handed out. There were also 2 new officers sworn in. The Open House will be on June 22nd with Homestead Bank and the Police Office.
Planning Commission did not meet.
Fire Board did not meet.
Rybicki reported on the Police Board. There was an article in the paper regarding the millage. The Recycling Bins will be moved next to Merritt’s Hardware. Northwest also stated that the bins needed to be used more or they would have to start charging. Wilson and Rybicki have contacted the Citizen Patriot and Mrs. Burgess and Mrs. Ethridge at the school for help with this. Rybicki and Chief Speese have been working on the millage. They are looking at 4.75 mills for the Police Department.
Wilson put together 4 resolutions for the Police for the Board to decide on. The difference is the amount of mills and the money that would be generated. Rybicki and Chief Speese are asking to Board to look at the 4.75 mills. Discussion followed.

Resolution 12-06 Fire and Rescue Millage offered by Rybicki and supported by Betz. Roll Call-Mitchell, aye. Travioli, aye. Rybicki, aye. Wilson, aye. Betz, aye. The Supervisor declared the resolution adopted. Travioli suggested we figure out a plan for the roads and not do anything this year with them. Tom suggested we do Sibley Rd because we have budgeted $15,000 a year. That road has the work done it. Discussion followed.
Motion by Rybicki to accept the County bid for finishing —99 to Crawford Rd. Motion dies due to lack of support. Wilson suggested workshops to figure out a plan.
Motion by Travioli to ear mark current road money so that we can carry it over to the next year and have a workshop to come up with a strategy to get all the roads paved in the township. Supported by Betz. Discussion followed. Motion carried.
Steve will talk to Mike about roads for suggestions and will get with Lance. Lance will contact Carl for proposals and bring to next meeting.
In regards to the Trailer at Pope Church and Brown Rd Lance spoke to
Kyt and Rod there have been no permits issued. Lance has not seen anyone
at the house and does not see any structure changes. He will keep trying
to catch someone there. There has been no progress on the property next
to the hardware per Betz. Rybicki stated he did hear about the Library
Lot. The Township is liable for the property if it is deeded to us.
So if it is contaminated it is ours. We could have a Phase 1 inspection
done. They would try to determine if it is contaminated. If this is
done and contamination is found
Rybicki will tell Mr. Hammond that the Township is not interested at this time. Resolution 13-06 Liquid Dust Control offered by Betz and supported by Rybicki. Roll Call-Travioli, aye. Rybicki, aye. Wilson, aye. Betz, aye. Mitchell, aye.The Supervisor declared the resolution adopted.
Wilson stated there is currently nothing on the Building and contents are at $1,000. Discussion followed. Wilson asked Jeff Bell about this. He stated he will check with their insurance company as well. Wilson will contact MCM on 5-9-06 and change the building to $50,000 and let them know what we are looking to do. Motion by Betz to sell the desk in the hallway to Kyt for $1.00. Supported by Rybicki. Motion carried.
Rybicki spoke in regards to the Land Split with David Ticknor. The splits would not be allowed until 2007. Rybicki recommends we do not give the split due to not knowing what is coming. Tabled to next meeting due to not having the application back from David Ticknor. Discussion followed.
Public Comments: Jeff Bell stated that Homestead Bank has received approval to open a branch in Springport. They are looking to open July 1st.
Jeff Mitchell stated that the recycling bins need a sign. Also that Kevin Hodges cleaned the stairs in the back of the police building. Scouts and Saga are doing a car wash. Saga is raising money for Fireworks.
Bill Russell is questioning ordinances. His request with Chief Speese has not been taken care of. Bill is requesting for the property on Kimler Rd to be taken care of. He will be at the next meeting to see if it has been taken care of.
Rybicki had a complaint about a trailer on Brown Rd and Pope Church, that is out behind a house. Looks as if someone is living there. Lance will call Steve Ward. Rybicki also asked if an Ordinance officer would be paid out of the General Fund. Steve would like an answer for the next meeting. Lance will check on and report.
