Springport Township Board Minutes
June 13, 2011

     The June 13, 2011 Springport Township Board meeting was called to order by Supervisor Gaylord Lincoln at 7:00 pm in the Township Hall, Board members present were Lincoln, Mitchell, Sebastian, Keeler, Betz arrived at 7:10.  We had 4 guests present.
     Jackson County Commissioner Clift Herl spoke regarding updates with the County, dust control on gravel roads has began by the Road Commission and the new animal ordinance for Jackson County is ready to be signed and become law.
     Farm Bureau Agent Nevin Alexander and Shawn Seal were present to discuss health insurance for our police employees and answer any questions we might have.
     Teresa Brown commented on her concerns with the Police Department, the hours and money being spent.  She also requested our FOYA policy and a copy of M. Speese’s contract and the police budget; she will stop in and pick them up.
     Sebastian moved to accept the May minutes, supported by Mitchell, motion passed.
     The Township has $98,330.59 in the General Fund account, Police has $33,245.20, fire operating has $67,389.37 and the fire equipment account is at $39,369.18, $198,547.99 in CD’s and the COPS Grant has $7,243.45.  Sebastian moved to approve the treasurer’s report for audit, supported by Mitchell, motion carried.
Motion by Sebastian, supported by Mitchell to approve the police post audit bills in the amount of $7,680.73, motion carried.
Sebastian moved to approve the COPS Grant post audit bills for $2,715.92, Mitchell supported the motion and it carried.
Sebastian moved to approve the General Fund post audit bills in the amount of $ 114.10, supported by Mitchell, motion carried.
Motion by Sebastian to approve General Fund bills in the amount of $17,085.44, supported by Mitchell, motion carried.
Sebastian moved, supported by Mitchell to approve Police bills for $7,096.42. motion carried.

Sebastian moved to approve payment for COPS bills for $831.16, supported by Mitchell, motion carried.
Sebastian moved to approve the fire bills of $16,250.00 for quarterly fire and rescue calls, supported by Mitchell, motion passed.
     Sebastian moved to replace all three exterior doors on the township hall, due to the rust damage for $650.00,  supported by Mitchell, motion passed.  Jacob’s Ladder will purchase, paint and install new doors.   Sebastian then moved to allow the Clerk up to $1,800.00 for the purpose of recovering the sound panels and purchasing new window shades, supported by Mitchell, motion carried.
     Lincoln is going to call the computer repair man concerning repairs to the police computer.
     The police administration board did not meet this month.
      Sebastian reported from the planning commission that we still have not received the final signed copies of the master plan.
      Fire board will meet next week, so no report this month.
      Police health care insurance coverage is being placed on hold until July meeting.
      Keeler talked to Dove & Hickey and was informed that the State of Michigan will not allow us to donate money to the Village for the purpose of a park, nor help out the summer ball program by way of purchasing equipment.
      Sebastian moved to contract with Jackson County Road Commission for the purpose of applying an asphalt wedge to the entire length of Town Road inside the Township lines and then to proceed north on Brown Road, starting at the township boundary, until $75,000.00 in asphalt wedge is used, with the contingency that any work done on the adjacent roads in adjoining townships will also be paid by that township, supported by Betz.  This motion passed, Keeler will write a contract between the Jackson County Road Commission and Springport Township.  Jackson County Road Commission will begin tree trimming in our area.
      Lincoln is going to appoint Donald Cockroft to the Zoning Board of Appeals.
      Sebastian moved to rent the township hall to L. Betz for her Zumba classes at $17.00 per night, this is due to the fact that she has a regular continuous schedule through the summer, supported by Keeler, motion carried.  One time uses will remain at $50.00, the deposit fee remains unchanged.   
 Cadaver dogs will be at the Pierson Cemetery on Thursday, June 16th for the purpose of finding burial sites, records of this cemetery have been lost.
      Keeler expressed thank-you on behalf of the Board to the Women’s Auxiliary for the new flags outside the hall, and to Jeff Mitchell for hanging them.
      Mitchell reported that Bailey Excavating will repair gravel drive to the recycle area for $1,400.00.
     Betz moved to adjourn at 8:50 pm.
