Springport Township Board Meeting
Feb. 9th, 2015

    Springport Township Board meeting was called to order by Treasurer Tom Betz at 7:00 pm Feb. 9th, 2015.
The Pledge of Allegiance was recited.  Board members present were Betz, Keeler, Mitchell and Sebastian, Schmidt was absent, we had 2 guests.
    There was no public comment.
    Mitchell moved we approve the minutes of Jan. 12, motion supported by Sebastian and it carried.
    Betz gave the Treasurer’s report.  General Fund checking has a balance of $ 118,392.25, police account has $113,774.84, tax account $238,830.82 and fire account has a balance of $42,923.94.  Sebastian moved we approve the treasurer’s report for audit, motion supported by Mitchell and it passed.
Motion by Sebastian and supported by Mitchell that we approve the post audit police bills in the amount of $9,115.54, motion carried.
Mitchell moved we approve the post audit general fund bills of $7,841.69, supported by Sebastian and it passed.
     Keeler moved to increase police budget line 207-000-402-property taxes by $1,000.00 and increase retirement by $800.00 and utilities by $200.00, motion supported by Mitchell and it carried.   Betz moved to decrease general fund legal fees $300.00 and increase 101-101-900-printing and publishing, Sebastian supported the motion and it passed.  Mitchell moved to pay the $1,000.00 allotted from the parks and recreation to the Village for the community park, Keeler supported the motion and it passed by a vote of 2 aye- 1 nay.
Sebastian moved to pay general fund bills in the amount of $5,324.12, supported by Mitchell and it passed unanimously.
Motion by Mitchell, supported by Sebastian to pay police bills of $7,532.78, motion carried unanimously.
Police report:  Chief Luce introduced George Truchan who will be a new part time officer in the township.  Luce visited the Waterloo Police Dept, they are out of business and have numerous items for sale.  Sebastian moved to the Chief to put a bid together for no more than $25,000 for Waterloo’s Ford Explorer and installed equipment, motion supported by Keeler.  This motion was amended by Betz to ask Waterloo  to include in the price of $25,000 their radios, tasers, lockers and cartridges, supported by Keeler.  The amendment was put for a vote and it passed.  The vote for the original motion with the amendment passed.   Sebastian also moved to authorize Chief Luce to spend up to $450.00 for tasers and radios, $500.00 for new computer or $1000.00 for rifles if the car deal doesn’t go through, Mitchell supported the motion and it passed. 
Committee Reports:
Police Administration discussed the 2015-16 fiscal year budget, needs of the department and contracts.  Sebastian moved to renew Chief Luce’s contract for the 2015-16 fiscal year and to increase yearly wage to $53,000.00 plus retirement, this figure includes coverage to be used for health care insurance as per the new tax laws. This motion was supported by Keeler and it passed.
Fire Board budget meeting will be Monday. Feb. 16 at 7:00 pm.
The Planning Committee did not meet.
There was no assessors’ report.
Unfinished Business:
Mitchell will hang the new flag out from of the township Office.
Sebastian moved to rezone the property located on Crawford Road, south of Town Road, in Section 33 from General Commercial to Agricultural, supported by Mitchell and it carried.
New Business:
     Betz moved to appoint Rodney Thurow, Dennis Hasenick and Doug Talbot to the Board of Review, supported by Sebastian, motion carried.  Motion to table dates of BOR until March meeting.
     Betz moved to hold the 2015-16 year  budget workshop on Monday, Mar. 2 at 7:00 and the Budget Hearing meeting on the 23rd of March at 7:00, supported by Keeler and it passed.
    Sebastian moved to have Supervisor meet with White & Hotchkiss to write Ordinance for Clean-up of burnt houses and if not complied with; the cost will be applied to their tax role as a “ special assessment” this Ordinance to be in place by June 1st. 2015, supported by Mitchell and it passed.
