Springport Township Board Meeting
Feb. 11, 2013

The Springport Township Board called to order the regular meeting on Feb. 11th, 2013 at 7:00 pm in the Springport Township Hall. Board members present were Mitchell, Schmidt, Keeler and Sebastian, Betz arrived at 7:06, and we had 4 guests present. The Pledge of Allegiance was recited.
County Commissioner Sarah Lightner reported that the Jackson Co. Road Commission has been dissolved and Jackson County Road staff is now under the County Commissioners Affairs, and things seem to be going well.
Jackson County Dept. of Aging has program for helping seniors with filing their taxes, 517-788-4364 and 517-784-4800 for general assistance for low income families needing help. The Commissioners are busy setting up their new fiscal year budget.
There was no public comment.
Mitchell moved to accept the minutes of Jan. 14th, 2013 meeting, motion supported by Sebastian, and it carried.
Betz gave the treasurer’s report, we have $79,752.42 in the General Fund, $62,536.71 in the Police account, COPS account has $4,824.43, Fire Operating has $55,625.37 and Fire Equipment has a balance of $40,158.67. Sebastian moved to accept the Treasurer’s report for audit, supported by Mitchell, motion passed.
Sebastian moved to approve post audit police bills of $4,359.76, motion supported by Mitchell and it carried with all Board Members approval.
Motion by Sebastian, supported by Mitchell to approve COPS bills in the amount of $2,455.70, carried with approval from all Board members
Sebastian moved to approve payment of General Fund post audit bills in the amount of $ 148.33, supported by Mitchell, all Board Members approved and the motion carried.
Motion by Sebastian, supported by Mitchell that we pay General Fund bills of $6,074.65, motion passed unanimously.
Sebastian moved to pay police bills in the amount of $7,559.85, motion supported by Mitchell and it passed with all Board Members approval.
Motion by Sebastian, supported by Mitchell to pay COPS bills in the amount of $1,904.79, motion passed unanimously.
Sebastian moved to accept the police report, supported by Mitchell, motion carried.
Committee Reports:
Police Administration Board will meet on Mon. Feb. 25th to work on budget for the 2013-14 year. They are trying to find grant for uniforms for part-time officers.
Planning Commission met, but there was nothing on the agenda.
Fire Board will meet on Feb. 18th, for budget meeting.
Unfinished business:
Bill Ungar is working on Ordinance for condemned houses. The two doors in the township hall have been fixed.
New Business:
Keeler moved to set Feb. 27th, at 7:00 pm for the meeting date of the budget workshop, supported by Schmidt, motion passed.
Sebastian moved to have Schmidt to contact area Supervisors and Townships for their copies of a Medical Marijuana ordinance that could possibly work for our township; if unsuccessful he will contact White & Hotchkiss and have one written up, motion supported by Keeler, motion passed.

Discussion was held concerning the Guidelines for poverty exemption. A motion was made by Sebastian to adopt the following per the Federal guidelines “an income level of an increase by 25% above the Federal Guidelines and assets of 1 times the SEV for claimant’s property, supported by Keeler, motion carried.
In regards to permit fees, inspection charges and wages for inspectors, we will keep working on the on the assessor’s account and keep track of them, to make sure they balance.
Motion by Betz to replace both flags in front of the Township Hall, Sebastian supported the motion and it carried. Mitchell will get them replaced.
Betz moved to pay $1,600.00 to the Springport Community Park Project fund, motion supported by Mitchell and it carried unanimously.
Tompkins is taking resumes for a new Treasurer.
