Springport Township Board Meeting

December 10, 2018

Springport Townships regular monthly meeting was called to order at 7:00pm, in the township hall on December 10, 2018.   

Board members present were Schmidt, Riehle, Mitchell, Losey and Sebastian. Chief Luce, Elijah Dillay and Kaylyn Dillay were also present. .

The Pledge of Allegiance was recited.

County Commissioner-Not present

Public Comment- None

* A motion was made by Mitchell to accept the November 12, 2018 minutes, supported by Sebastian and the motion passed.

Board Member Losey gave the Treasurer’s report.  General Fund has a checking account balance of $310,231.69 Police checking has a balance of $176,475.40 and Fire Operating has a balance of $135,690.35 and Fire Equipment $36,914.25

*Motion to approve the treasurer’s report as printed by Sebastian, supported by Mitchell and it carried.

General Fund Post Audit for Approval: $314.45  Police Post Audit for Approval: $4,975.42

*Sebastian moved to pay post audit bills, motion supported by Mitchell and it passed unanimously.

General Fund Current Bills for Approval: $7,397.39

Police Current Bills for Approval: $6,478.27

Fire Current Bills for Approval: $14,375.00

*Mitchell moved to pay current bills, motion supported by Sebastian and it passed unanimously.


Police Report:  Chief Luce reported that Officer Cain had a personal property accident with the 2017 Explorer.  It is at Karl’s getting repaired. Cain helped with an investigation that ended with a felony warrant being issued.  Chief mentioned on the next budget he would like to look into upgrading the office computer and replacing tasers.

Committee Reports:

Road Report- Sebastian reported that trees are being trimmed in the township, the county is still working on Springport Rd and Holibaugh Rd is scheduled for repair next year.   

Supervisor/Assessor’s Report: Schmidt provided the board with a letter from the State Tax Commission.  The letter stated that the State Tax Commission will assume jurisdiction of the assessment roll in order to ensure corrective action.  Discussion occurred. Schmidt mentioned that he is working with Ruth Scott, Jackson County Equalization Director from the county and will get back to the board with more details next meeting.   

UNFINISHED BUSINESS

  • Banking- Losey reported that she is in the processes of moving the police and fire accounts.  Consumers Professional Credit Union has offered the best options for the police account. Independent Bank needed more information in order for Losey to open fire operating and fire equipment accounts.

*Sebastian moved to give Losey the authority to open Fire Operating and Fire Equipment accounts for Springport Township with the Tax ID # 38-1811359,  with signing authority from one member of the Treasurer’s office, being Rebecca Losey and Tom Betz, and one member from the Clerk’s office, being Jaclyn Riehle and Dena Keeler, motion supported by Mitchell and it passed unanimously.

NEW BUSINESS:

  • Insurance Quote- Riehle presented the new insurance quote from Decker Agency.  The premium for the township went up $8,798.00 last year to $12,538.00 this year.  Riehle offered to call for another quote but mentioned that insurance will lapse starting January 1, 2019.  .

*Motion made by Mitchell to give authority to Riehle to obtain insurance quotes with the same current coverage from other companies, securing and paying for the policy before the next board meeting so there is no lapse in coverage, Sebastian supported the motion and it passed.   

  • Vaping Ordinance-  Springport Middle/High School Principal, Tanya Newland requested that the township consider adopting an ordinance allowing for minors caught vaping or with vaping paraphernalia to be fined.  Discussion pursued and Riehle offered to gather information to present to the board in January.

  • VA Exemptions- Losey reported on a proposal that is in the House of Representatives regarding VA Exemptions.  Losey stated that the proposal would rescind the exemptions at the township level and would be covered by the state by a claim on the income tax return.
