Springport Township Board
Meeting of Dec. 8th, 2014

      Springport Township regular board meeting for Dec. was called to order at 7:00 pm by Supervisor Schmidt.
All board members were present and we had one guest.  The Pledge of Allegiance was recited.
       There were no additions or corrections to the minutes of Nov. 10, 2014 and they stand approved as printed.
        Betz gave the treasurer’s report.  General fund checking account has a balance of 4 111,641.50, police account has $87,053.92, fire account $ 964.89, CD’s $ 52,667.02.  Sebastian moved to accept the treasurer’s report for audit, Mitchell supported the motion and it passed.
Sebastian moved to approve post audit police bills in the amount of $ 3,859.89, supported by Mitchell, motion carried.
Motion by Sebastian, supported by Mitchell to approve post audit general fund bills of $144.61, motion passed.
Keeler moved to amend the general budget by reducing the election wages by $300.00 and increasing election office supplies by $300.00, motion supported by Sebastian and it passed.
Mitchell moved to pay general fund bills of $ 21,380.63, supported by Sebastian and it passed unanimously.
Motion by Mitchell supported by Sebastian to pay police bills in the amount of $4,330.05, all board members voted to pass the motion.
Sebastian moved to pay fire bill of $14,850.00 supported by Mitchell, it passed unanimously.
Police Report:
Chief Luce reported the officers spent over 20 hours at the schools in November.  He is starting to look for new vehicle for the 2015 year.  Chief Luce is also looking for grant for school technology upgrades.  The Officers will also be testing body cameras for a month, this is the same company as the car video system and will integrate with the software we use now.  Officer Cain has started full time and we are working out her insurance.  She will head up the “Neighborhood Watch Committee”.  Officers will be participating with the “Shop with a Cop” program within the next week.  Pay date for officers will change from Friday to the Monday after the Saturday of the pay period end date.  Officer Cain is checking out insurance options.
Committee Reports:
Police committee and Betz reported that the budget looks good and things are going fine.
Planning Committee met on the 1st of Dec. They approved the zoning change for the Richmond property on Crawford road from commercial back to residential, they will forward everything to Region 2.
Fire Board will meet on Monday Dec. 15th.
Assessors report:  Schmidt reported that residential property will be going down a min. of 7% SEV next year, but agriculural property is increasing.  Board of Review will meet on Thursday the 10th at 5:30 for the purpose of making corrections and mutual mistakes.
New Business:
Sebastian moved to change the pay schedule for the Planning Commission members for the fiscal year of 2015-16.  Motion was made to change planning member’s salary to $40.00 per meeting attended and $50.00 for the secretary and $60.00 for the Chairman, Betz supported the motion and it carried.  Keeler moved to reappoint  J. Wardius as Chairperson, and L. Cowles on the Board for another 3 year term, supported by Schmidt, motion  carried.  Keeler moved to appoint T. Betz to the planning commission to complete  Sebastian’s term, after Sebastian’s resignation and Sebastian will fill Betz’s seat on the police committee after the resignation of Betz from the police committee, motion supported by Schmidt and it passed.
There was no other business, meeting adjourned at 8:00.
