Springport Township Board Meeting
Nov. 11th, 2013

Our regular monthly meeting of the Springport Township Board was called to order by Supervisor Schmidt at 7:00 pm on the 11th of Nov. all Board members were present. We had 1 guest present.  The Pledge of Allegiance was recited.  County Commissioner S. Lightner was not present so no report from the Commissioner’s office.
      Mitchell moved to accept the minutes of Oct. 14th, 2013 motion supported by Sebastian, and it passed.
      Betz gave the Treasurer’s report.  General Fund checking account has a balance of $106,572.50, tax account $4,623.56, Police account $46,664.72; COPS account has a balance of $417.57, Fire operating $32,154.75. 
General Fund has a CD of $78,567. 40 and Fire equipment CD is $40,480.91.  Sebastian moved to accept the Treasurer’s report for audit, motion supported by Mitchell and it passed.
Motion by Sebastian to approve post audit police bills of $6,332.69, supported by Mitchell, motion passed unanimously.
Sebastian moved to approve post audit general funds bills in the amount to $97.37, motion supported by Mitchell and it passed.
Sebastian moved to adopt Resolution 14-13 to set supervisors/assessors salary, supported by Mitchell, upon roll call vote in which the following Board members voted “aye”; Sebastian, Mitchell, Betz, and Keeler, abstained Schmidt, Supervisor Schmidt declared the Resolution adopted.
Motion by Sebastian, supported by Mitchell to amend budget by reducing assessor’s salary by $4,500.00 and increasing supervisor’s salary by said amount, motion carried.  Keeler motion to deduct  work comp line amount by $200.00 and increase miscellaneous expenditure by $200.00, Sebastian supported the motion and it carried.  Betz moved to amend police budget  by increasing revenues “fine and forfeitures” by $1,500.00 and increasing legal fees by $1,500.00, motion supported by Sebastian and it passed.
Moved by Sebastian and supported by Mitchell to pay general fund bills in the amount of $6,868.10, all Board members voted “aye”.
Sebastian moved to pay police bills in the amount of $6,371.40, motion supported by Mitchell and it passed unanimously.
Mitchell moved, supported by Sebastian to approve payment of COPS bills of $183.16, motion passed.
   Chief Luce reported that the officers spent about 26 hours at the school last month.  All officers and reserve officers attended and completed the mandatory firearms qualifications sponsored by Jackson County Sheriff’s Office,  in addition the officers also attended the defensive tactics training sponsored by the County Sheriff’s Office.  Officer Morofski’s last day was Oct. 14, Chief Luce will look for another part time officer to replace him.
Committee reports;
      Betz gave the police administration board report, they recommended we give the part time officers at least a $.50 per hour raise, with a possible increase after a performance review, with the Chief.  Sebastian moved to increase part-time officers wages by $.50 per hour, to be reviewed in Jan. 2014 for a possible additional $.50 with a good performance review this raise will start on the next date, Nov. 22, 2013, Betz supported the motion and it passed.
       Planning Commission did not meet.
       The millage for a new pumper/tanker truck passed at the Nov. 5th election.  The Fire Board will have a special meeting Mon. Nov.18th to discuss the order and finance.
Unfinished Business:
Ordinance for Condemned houses is still being worked on.
The Ordinance for Solicitors will be discussed further at the December meeting.
The Clerk called furnace repair company, they will stop in and check furnace when they are in this area.

New Business:
Supervisor Schmidt voiced concerns with the pot holes and condition of Stark Road.  He will contact JDOT.
