Springport Township Board Meeting

March 12, 2018

Springport Townships regular monthly meeting was called to order at 7:00pm, in the township hall on March 12, 2018.   Board members present were Schmidt, Riehle, Mitchell, and Losey. Board member Sebastian was absent. Commissioner Lightner and Chief Luce were present.

The Pledge of Allegiance was recited.

County Commissioner- Commissioner Lightner reported that updates to the 911 emergency system were approved, this would allow people to text 911.  Jackson Community Foundation is offering municipalities scholarships. An equipment train was approved for road construction. The cost of the road train is about $5.3 million.  A celebration will be held on April 27th at 10:00am to dedicate expanded runway 727 and to celebrate the 90 year birthday of Jackson Runway.

Public Comment- None      

* A motion was made by Schmidt to accept the January 8th, 2018 special meeting minutes and February 12, 2018 minutes, supported by Mitchell and the motion passed.

Board Member Losey gave the Treasurer’s report.  General Fund has a checking account balance of $252,025.23 Police checking has a balance of $194,587.32 and Fire Operating has a balance of $132,473.38 and Fire Equipment $36,761.63

*Motion to approve the treasurer’s report as printed by Mitchell, supported by Riehle and it carried.

BUDGET AMENDMENT: Riehle suggested the following budget amendments.

  • Increase 101-101-955-000 (miscellaneous expenditure) by $200 and Decrease 101-101-827-000 (legal fees) by $200.

*Motion made by Mitchell to approve the budget amendment request as presented, supported by Losey  and the motion passed unanimously.

General Fund Post Audit for Approval: $180.98

Police Post Audit for Approval: $10,139.29

Fire Post Audit: N/A

*Mitchell moved to pay post audit bills, motion supported by Losey and it passed unanimously.

General Fund Current Bills for Approval: $12,686.33

Police Current Bills for Approval: $2,385.71

Fire Current Bills for Approval: $20,368.06

*Mitchell moved to pay current bills, motion supported by Losey and it passed unanimously.

Police Report: Chief Luce reported that he will be able to pick up his VTPOA grant sometime this week.  No major incidents within the township last month. Luce also reported on the upcoming security system the Springport Schools is investing in.  

Committee Reports:

Planning Commission: Schmidt reported that the planning commission discussed the ages of mobile home within the township and enforcing the blight ordinance.  Schmidt also notified the board that the planning commission now has a vacant seat..

Fire Board: No meeting

Supervisor/Assessor’s Report:

Supervisor Schmidt reported that the Board of Review seen 4 people on the first day, currently has 11 VA’s and 2 more to review. They meet again on March 14th from 3:00-9:00 pm.  Also, treasurer and supervisor balanced with the county.

NEW BUSINESS

  • Blight Ordinance- Losey would like to revise the Blight Ordinance to allow the township to add fees and expenses to property taxes if needed.  The county will not enforce the township ordinance as written. Losey will contact Mr. Truchan to have him review the current ordinance and make changes as needed.  

  • Bids for interior door installed at township office- Riehle will publish/post a proposal for bids.  Bids need to be submitted by April 1, 2018

  • Hall Rental- Discussion took place regarding the expense of renting the township hall.

 *Schmidt moved to raise the hall rental fee to $100 for residents plus $100 deposit, $150 for non-resident plus $100 deposit starting April 1, 2018.  All fees must be paid to board member Losey one week prior to rental date, motion supported by Mitchell and it passed unanimously

  • Budget- Riehle presented the board with the 2018-19 requested budget from the Budget Workshop

*Motion to approve the requested budget by Mitchell, supported by Riehle and it carried.

  • End of Fiscal Year Meeting- March 28th @ 11:30am

  • Hall Maintenance and Cemetery Bids- The township received 1 bid for hall maintenance from Joann Underhill in the amount of $4000 for the 2018-19 year and 1 bid for cemetery maintenance from Francis Arntz in the amount of $5500 plus $20 per hour for cleanup needed for the 2018-19 year.  

* *Motion to approve the hall maintenance and cemetery bid by Riehle, supported by Schmidt and it carried.


Board Member Comment- Losey reported there are 179 tax bills unpaid.  This is an increase of 11 from 2017.
