Springport Township Board Meeting
March 13, 2017

 Springport Township’s regular monthly meeting was called to order at 7:00pm, in the township hall on February 13, 2017.   Board members present were Schmidt, Losey, Riehle, Sebastian and Mitchell.  The Pledge of Allegiance was recited.
 
  County Commissioner- no representative

   A motion was made by Sebastian to accept February 13th, 2017 minutes as presented, supported by Mitchell and the motion passed.
  
 Losey gave the Treasurer’s report.  General fund has a balance of $150,385.41 in the checking account, police checking has a balance of $170,019.26, and fire operating has a balance of $107,935.22 and fire equipment $36,560.04.  Motion to approve the treasurer’s report by Sebastian, supported by Mitchell and it carried.

Motion by Mitchell to approve post audit police bills of $9,269.53, supported by Sebastian and it passed unanimously.

Mitchell moved to approve post audit general fund bills in the amount of $100.00, supported by Sebastian and the motion passed.

A budget amendment was suggested by board member Riehle to balance Police legal fee’s.  Riehle suggested increasing legal fees 207-301-827 by $337.00  and decrease office supplies 201-301-726 by $337.00 and decreasing miscellaneous revenue 207-000-501-100 by $1524.44 and increasing VTPOA by  $1525.44.   Motion was made by Mitchell to make suggested budget amendments, supported by Sebastian and the motion carried unanimously.

Mitchell moved to pay Police bills in the amount of $4533.71, motion supported by Sebastian and it passed unanimously.

Mitchell moved to pay General Fund bills in the amount of $13,435.58, motion supported by Sebastian and it passed unanimously.

Mitchell moved to pay Fire bills in the amount of $17,881.92, motion supported by Sebastian and it passed unanimously.

Police Report:  Chief Luce reported that the 2011 Impala purchased from Concord was getting the lettering stripped and replaced with “Springport Police”.  The black charger is getting stripped and ready to sell.  Chief also reported that he received another quote for the new police car and it was higher than the original state bid he presented to the board.  Motion by Sebastian to order the new police car and pay half this year and half next fiscal year, supported by Mitchell and it passed unanimously.  Chief Luce requested to go to the Chief Conference in June.  The cost of the conference is $260 plus 3 nights of hotel accommodations at $130 a night.  Motion made by Sebastian to approve Chief Luce’s request, supported by Mitchell and the motion passed.     

Committee Reports:

Planning Commission: Met on March 13th, 2017.  Schmidt went over new ordinances with committee members

Fire Board– Sebastian reported that Chief Ott thought it was a good idea for the township to “buy-in” to the County Wide Rescue/Confined space vehicle at the cost of $690. This would allow the township to request assistance when needed without extra cost.  Motion made by Sebastian to “buy-in” to this county wide vehicle, supported by Mitchell and the motion passed. 

Supervisor/Assessor’s Report: Board of Review met March 13th, 2017 from 9-3, 3 residents came.  Next scheduled BOR is March 15th from 3pm-9pm 

Unfinished Business

  • Blight Ordinance-  Motion made by Sebastian and supported by Mitchell to accept the Blight Ordinance as presented.  Riehle will post the ordinance for 30 days.    
  • Marijuana Ordinance- George Truchan presented the board with a packet of information to review.  Board member Schmidt shared a letter he received from the Jackson County Prosecutor,  Jerard Jarzynka. Riehle will call the prosecutor office to see if Prosecutor Jarzynka will speak at the township board meeting in April.  

New Business:

  • Township Website- SAGA will no longer be maintaining the township website.  The cost of the website it $125 per year and Megan Merrill has agreed to keep it updated.  Sebastian moved to continue the township website at the cost of $125 a year, Mitchell supported and it passed unanimously.
  • Resolution 3-17 General Appropriations Act- Sebastian moved to accept the resolution as presented, Schmidt supported and the motion passed
  • Resolution 4-17 Resolution to Adopt Township Budgets, Salaries, Police and Fire Budgets- Sebastian moved to accept the resolution as presented, Schmidt supported and the motion passed
  • Fiscal Year End meeting dates- Riehle requested a fiscal year end meeting on March 29th, 2017- board member Sebastian motioned to have a special meeting on March 29th, 2017, Mitchell supported and the motion passed. 

 

Board Member Comments – Sebastian met with road commission.  He reported that there will be 1000 tons of asphalt for the non-primary roads this year.
