Springport Township Board Meeting

January 8, 2018

Springport Township’s regular monthly meeting was called to order at 7:16pm, in the township hall on January 8, 2018.   Board members present were Schmidt, Riehle, Mitchell, Sebastian, and Losey

The Pledge of Allegiance was recited.

County Commissioner- No Representative Present

Public Comment- N/A

* A motion was made by Sebastian to accept the December 11th, 2017 minutes as presented, supported by Mitchell and the motion passed.

Board Member Losey gave the Treasurer’s report.  General Fund has a checking account balance of $230,069.43 Police checking has a balance of $143,546.98 and Fire Operating has a balance of $91,132.11 and Fire Equipment $36,727.87.

*Motion to approve the treasurer’s report as printed by Sebastian, supported by Mitchell and it carried.

BUDGET AMENDMENT: Riehle suggested the following budget amendments.

  • General Fund: -$205.00 from Election Wages 101-262-702; + $205.00 to Insurance 101-265-914

  • Police:  -$60.00 from Vehicle Maint. 207-301-939; + $60.00 to Membership Dues 207-301-958;

            -$600.00 from Capital Outlay 207-301-970; + $600.00 to Vehicle Repair & Maint. 207-301-939

*Motion made by Sebastian to approve the budget amendment request as presented, supported by Mitchell and the motion passed unanimously.

General Fund Post Audit for Approval: $297.06

Police Post Audit for Approval: $3,535.49

Fire Post Audit: N/A

*Sebastian moved to pay post audit bills, motion supported by Mitchell and it passed unanimously.

General Fund Current Bills for Approval: $28,620.65

Police Current Bills for Approval: $10,848.77

Fire Current Bills for Approval: N/A

*Mitchell moved to pay current bills, motion supported by Sebastian and it passed unanimously.

Police Report:   Chief Luce reported that the department participated in “Shop with a Cop” program in December.   

Committee Reports:

Planning Commission: Schmidt presented the board with Analysis for Equalized Valuation

Fire Board:  Sebastian presented the board with an amended Fire Department Charges resolution that Mr. Truchan put together.  Mr. Truchan will also be attending the Clarence Township board meeting to answer questions regarding the resolution.  Sebastian reported that some new hose needed to be purchased because it didn’t pass the pressure test and the fire board approved the purchase of a new exterior sign for the building.  Members of the fire department were concerned with residents parking at the fire department while attending an event at the township hall.  Riehle asked JoAnn Underhill to tell people renting the hall that parking at the fire department is not permitted and Riehle also added the request to the building use form.

  • Fire Tax Millage-

*Sebastian motioned to add the fire millage renewal without any changes to the May 2018 ballot, Mitchell supported the motion and it passed unanimously.  


NEW BUSINESS

  • Coleman DeConick sent a letter to the board requesting a raise for each inspection.  Mr. DeConick requested and received a raise during the 2017-2018 budget year.  The board discussed the request.

*Sebastian motioned to not increase Mr. DeConick requested raise at this time, Mitchell supported and the motion passed unanimously.

  • Budget Workshop- The board will set a date for the budget workshop at the February meeting.


  • Medical Marihuana- The board briefly discussed the special meeting previously held to regarding  medical marihuana.  Mr. Truchan gave options to the board on how to proceed with medical marihuana.  Mr. Truchan will provide sample resolutions for the boards consideration.

Board Member Comments – Losey presented the board with CD rates from several banks.  She would like to invest in a 6 month CD.

*Sebastian motioned to move $100,000 into a CD at the bank of Losey’s discretion, Riehle supported and the motion passed unanimously.
