Springport Township Board Meeting

February 11, 2019


Springport Townships regular monthly meeting was called to order at 7:00pm, in the township hall on February 11, 2019.   

Board members present were Schmidt, Riehle, Mitchell, Losey and Sebastian. Chief Luce was also present. .

The Pledge of Allegiance was recited.

County Commissioner-Not present

Public Comment- None

* A motion was made by Sebastian to accept the January 14, 2019 minutes, supported by Mitchell and the motion passed.

Board Member Losey gave the Treasurer’s report.  General Fund has a checking account balance of $323,724.26 Police checking has a balance of $177,727.54 and Fire Operating has a balance of $135,834.78 and Fire Equipment $36,951.68

*Motion to approve the treasurer’s report as printed by Sebastian, supported by Mitchell and it carried.

Budget Amendment- Losey suggested decreasing Deputy Treasurer 101-253-704-000 by $250.00 and increasing Mileage 101-253-870-000 by $250.00.

Riehle suggested decreasing Road Construction 101-101-811-000 by $1500.00 and increasing Building Wages 101-371-702-000 by $1500.00.

*Motion to approve the budget amendments as suggested by Mitchell, supported by Sebastian and it carried.

Approval of Post Audit Bills:

General Fund Post Audit for Approval: $645.02  Police Post Audit for Approval: $6,966.64

Total Post Audit Bills $7,611.66

*Sebastian moved to pay post audit bills, motion supported by Mitchell and it passed unanimously

Approval of Current Bills:

General Fund Current Bills for Approval: $7,398.66;Police Current Bills for Approval: $3,933.02

Total Current Bills $11,331.68

*Mitchell moved to pay current bills, motion supported by Sebastian and it passed unanimously.


Police Report:

- Cain should be back from medical leave soon.

- The online training that officers have started using is going well.  

- Chuck Brant was sworn in on 2/6/19

- Officers attended First Aid training.

Road Report- N/A

Fire Report- Jackson County is still working on the solution to the new radios not being able to withstand high temperatures.  Motorola may be swapping for a different radio that will withstand high temperatures.

Supervisor/Assessor’s Report:

-Modern Waste will be providing the dumpster for township cleanup & tire day on June 8th

-No update from the AMAR contractor.  Expecting to hear from ESZ next week.

-Schmidt is working on ECF and will bring a copy to Board of Review

-Board of Review dates are March 12th from 9:00am-3:00pm & March 13th from 3:00pm - 9:00pm

UNFINISHED BUSINESS


NEW BUSINESS:

  • Riehle presented the board with a Resolution to Waive Interest and Penalty on Deferred Taxes

*Riehle moved to approve the Resolution to Waive Interest and Penalty on Deferred Taxes as presented, motion supported by Schmidt and it passed unanimously

  • Asset Test- Schmidt recommended the issuance of an asset test.  The asset test would not exceed 150% of the Homestead SEV and a 3 acre footprint of the parcel.

*Sebastian moved to approve the asset test, motion supported by Mitchell and it passed unanimously

  • Poverty Guidelines- Schmidt presented the board with poverty guidelines at 125% and 138% of poverty.  

*Sebastian moved to approve poverty guidelines at rate of 138% of poverty, motion supported by Mitchell and it passed unanimously

  • Schmidt presented a Resolution to Adopt Poverty Exemption Income Guidelines and Asset Test

*Sebastian moved to approve the Resolution to Adopt Poverty Exemption Income Guidelines and Asset test as presented, motion supported by Mitchell and it passed unanimously


Board Member Comments:

  • Riehle reported to the board that she has applied for a full time job at Springport High School.  Discussion took place regarding office hours should Riehle be offered a full time at Springport High School.
